New Straits Times- MCM considers use of electric three-wheeler for parcel delivery

KUALA LUMPUR: If all goes well, electrical three-wheeler (3W) vehicles will take to the streets to deliver parcels as part of Malaysian Communications and Multimedia Commission’s (MCMC) National Courier Accelerator Plan (Pakej).

Under Pakej’s Parcel Commercial Vehicle Enhancement Proposal, the initiative serves to drive the courier industry’s growth through the consideration of expanding further on the current commercial vehicle regulation.

MCMC chairman Dr Fadhlullah Suhaimi Abdul Malek said they were currently in the midst of seeking the Transport Ministry’s approval for the 3W as an allowable commercial vehicle.

A meeting between the Transport and the Communications and Multimedia ministries secretaries-general will take place on June 25, he said.

Fadhlullah said the proposal came after seeing the inability for parcels to fit onto a motorcycle due to its size and when the volume of goods was not large enough to be in a van for deliveries.

“Therefore, this incurs cost to the industry and causes a delay. This is where the 3W would come in which can carry big sized parcels and allow the deliveries to be made faster rather than wait for full volume to be filled in a van to be sent to an area.

“The 3W, which boosts 15 times the capacity of a normal rider delivery box, are to be approved by the Transport Ministry and we will be working closely with them. There are a lot of work and engagements to be done. We will work with ministry to ensure it is safe, acceptable and okay to be used on the road.

“Hopefully we will not have many obstacles and this can be realised. The 3W will also cut carbon footprint,” he said, adding that it was premature to determine the number of vehicles at the moment.

Fadhlullah said this during a media briefing on Pakej conducted via Zoom today.

For greater outreach, Fadhlullah said another initiative was asset sharing and collaboration with Posmen Komuniti, who are part of Pos Malaysia, which could see them improving their livelihoods with the ability to deliver not just Poslaju tagged goods and mails but also parcels for courier companies on a commission basis.

The 500-men strong Posmen Komuniti, he said, are largely based in Sabah and Sarawak.

“Through this cooperation, they will be able to generate more income and they are identifiable with shirts bearing multiple courier company logos that they will don.

“They have been trained and they can certainly send parcels to those residing in the far reaches of the community.”

Another initiative that will be in the centre of convenience and accessibility to pick up as well as send off goods is the setting up of more Parcel Point Network with Pick Up and Drop Off (Pudo) points.

Fadhlullah said Pudo would be an interoperable platform available to all courier companies where locations can be a convenience or grocery stores that are open long hours for people to collect their deliveries and businesses to send their goods.

The three of eight initiatives under Pakej’s five year strategic roadmap (2021-2025) are to ensure the country’s courier industry’s growth and sustainability and to have first class service through the foundation of 4R’s. (Reliability-Quality of Service), (Reach-Seamless Coverage), (Relevance through Industry Growth in Digital Economy) and Resilience (Sustainability).

Divided into two pillars namely Achieving Industry Sustainability and First Class Quality of Service and Coverage Backed Growth, the initiatives are to support the projected e-Commerce industry growth from 14 parcels per capita to 30 by 2025.

He said Pakej was the result of an eight-week deliberation of key pain points and solutions by stakeholders from the government and key industry players which had participated in the National Postal and Courier Industry Lab.

Fadhlullah said there was a steering committee which he chairs and another by the Communications and Multimedia Ministry which will report Pakej’s progress to the Cabinet
